「星雲計劃」是 FAB DAO 行動客廳與台灣最大照護者社群「愛長照」(iLong Term Care)的合作專案,直面台灣長照體系中最沉默的群體——家庭照顧者。根據統計,台灣有超過 115 萬名家庭照顧者,他們平均照顧時間長達八年,其中高達八成曾出現輕生念頭。這些數字背後是無數個被困在病床旁、日復一日獨自承受壓力的個人。
星雲計劃用 NFT 作為媒介,嘗試讓這些隱形的照護者被看見、被連結、被支持。
家庭照顧者,像是天上星星
「家庭照顧者,像是天上星星,孤獨的努力閃耀。」這是整個計畫的核心意象。透過碎片式 NFT 的設計,每一片碎片代表一位照護者的故事與付出——或許是凌晨三點的翻身、或許是重複第一百次的餵藥、或許是放棄職涯後的那個安靜午後。當這些碎片匯聚在一起,便形成一片星雲,象徵著:孤獨的星星,在集體中不再孤單。
公益創新的實驗
星雲計劃入選數位發展部(MODA)「公益創新 100」計畫,成為將 Web3 技術應用於社會議題的代表案例。計畫探索 NFT 回收再利用機制——當照護者的狀況改善或階段性任務完成,NFT 可以被回收並重新分配,讓這個數位媒介不只是靜態的收藏品,而是社群內部流動的支持工具。
計畫同時引入 Akashi 資料庫概念,為每位照護者建立鏈上記錄,追蹤他們的付出與故事,讓這些通常不被看見的勞動留下永久的見證。群眾募資機制則為計畫的持續運作提供資金來源,探索 Web3 公益的可持續模式。

Introduction
The “Nebula Plan” is a collaboration between FAB DAO’s Action Salon and iLong Term Care, Taiwan’s largest caregiver community, confronting the most silent group within Taiwan’s long-term care system: family caregivers. The statistics are staggering — Taiwan has over 1.15 million family caregivers, with an average caregiving duration of eight years. Eighty percent have experienced suicidal ideation. Behind these numbers are countless individuals trapped beside hospital beds, bearing pressure alone, day after day.
The Nebula Plan uses NFTs as a medium to make these invisible caregivers seen, connected, and supported.
Family Caregivers, Like Stars in the Sky
“Family caregivers, like stars in the sky, shining alone in their efforts.” This is the project’s core imagery. Through fragmentary NFT design, each fragment represents a caregiver’s story and dedication — perhaps a 3 AM repositioning of a bedridden parent, perhaps administering medication for the hundredth time, perhaps a quiet afternoon after giving up a career. When these fragments come together, they form a nebula, symbolizing that lonely stars need not remain alone when gathered in community.
Experimenting with Public Good Innovation
The Nebula Plan was selected for the Ministry of Digital Affairs’ (MODA) “Public Good Innovation 100” program, becoming a representative case of applying Web3 technology to social issues. The project explores NFT recycling mechanisms — when a caregiver’s situation improves or a phase of care concludes, NFTs can be reclaimed and redistributed, transforming them from static collectibles into circulating tools of mutual support within the community.
The project also introduces the Akashi database concept, creating on-chain records for each caregiver to document their contributions and stories, leaving permanent testimony of labor that typically goes unseen. Crowdfunding mechanisms provide sustainable funding for the project’s ongoing operations, exploring viable models for Web3-powered public good initiatives.
