Introduction

“Sulphur Creek Living Watershed” is a local project combining environmental conservation, community action, and ecological education. Sulphur Creek originates in Yangmingshan National Park and winds through the residential neighborhoods of Shilin, Tianmu, and Beitou/Shihpai in northern Taipei before flowing into the Keelung River. At roughly seven kilometers long, it is one of the few urban streams in Taipei that retains a natural channel, nurturing diverse species along its banks — white-breasted waterhens, spotted turtles, and Taiwan blue magpies — forming an ecological corridor through the city.

Yet Sulphur Creek also faces pressures from urban development. Some residents, worried about flooding and mosquito breeding, have called for vegetation removal and dredging along the riverbanks — interventions that often destroy the creek’s ecological habitats.

Virtual-Physical Integration for Environmental Action

The project pools local environmental awareness through diverse community activities — stream tours, ecological observation walks, river cleanups, and neighborhood forums — helping residents rediscover the ecological value of the creek flowing past their front doors. Building on this foundation, the project explores “virtual-physical integration” using Web3 tools: recording participants’ environmental actions on blockchain, issuing digital certificates to witness the community’s ecological stewardship, and transforming scattered individual efforts into trackable, cumulative collective impact.

Rather than taking an adversarial stance on the tension between conservation and residents’ daily concerns, the project uses environmental education and public-private collaboration to invite residents to become guardians of the creek rather than its opponents. When people understand that white-breasted waterhens need riverside grasses for nesting and spotted turtles require natural riverbeds for laying eggs, a genuine dialogue between “clearing” and “conserving” becomes possible.
